- Paperless trade, trade without borders!
Welcome to Symposium on Assessment and Best Practices on Paperless Trading to Facilitate Cross Border Trade in APEC Region
- The Symposium on Assessment and Best Practices on Paperless Trading to Facilitate Cross Border Trade in APEC Region is host by the Ministry of Economic Affairs of Chinese Taipei. Organizers include Trade-Van Information Services Co. and Institute for Information Industry. The seminar will be held September 17 and 18 at the Grand Formosa Regent Taipei Hotel. Bureau of Foreign Trade director general Chih-Peng Huang said: "paperless trade is a vital infrastructure of the country's competitiveness, one of the tasks that government needs to work on endlessly!"
- The seminar’s key points include:
- 1. At present, 15 APEC economies are actively promoting the "Paperless Trading Individual Action." It has been six year since Chinese Taipei last held the "APEC Cross-border Paperless Trading Seminar", and the Ministry of Economic Affairs of Chinese Taipei is delighted to host the seminar again this year. The seminar invite member representatives to share the necessary conditions to achieve paperless trading and successful deployment experience.
- 2. The seminar marks a milestone in the evolving cross-strait relations; Beijing and Taipei worked together for the first time organizing paperless conferences. The seminar in Beijing will be held in September 14 and 15 to discuss the main obstacle and solutions to paperless trade; the symposium in Taipei will be held in September 17 and 18 to explore the key success factors (CSF) and key performance indicators (KPI) as the main topic for discussion.
- 3. Mexico, Peru and Chile, are all actively promoting paperless trade. Representatives from the two countries will share their experience from facilitating the industry's fast-track customs clearance documents to speed up cargo clearance, and the strengthening of international trade.
- 4. Chinese Taipei will take this opportunity to explain the effectiveness of the government trade facilitation program; the time saving and effectiveness of the electronic certificate exchange between Chinese Taipei and Korea. Through common standards and procedures, the paperless initiative will provide easy access to a wide range of e-commerce service, promoting the prosperity of the international economy as a whole.
- In the two day seminar, participants will find the best practices of paperless trading, and lead the deployment of APEC countries to improve customs clearance efficiency. Each participant will have opportunity to learn and absorb expertise, thus resolving current issues and obstacles. Chinese Taipei will compile a development proposal and submit to the APEC Electronic Commerce Steering Group (ECSG), to assist all member countries to conduct international trade and smooth implementation of paperless projects.

- PAA CHARTS NEW INITIATIVES
- 14, August - The Pan Asian e-Commerce Alliance (PAA) held its 32nd Steering Committee meeting in Bali, Indonesia, from 13 to 14 August 2009. This is the first time the PAA Steering Committee meeting was held in Indonesia.
- During the meeting, the Steering Committee noted PAA’s achievements as follows:
- year-on-year growth of 30% in transaction volume;
- introduction and expansion of cross border services, including Electronic Certificate of Origin, Advanced Manifest and Cargo Tracking services; and
- increasing recognition of PAA’s work by international organizations such as ASEAN, APEC and AFACT.
- The Guest-of-Honour at the Welcome Dinner, the Minister Deputy of Coordinating Ministry of Economic Affairs, Mr Djadmiko said, ” The Indonesian government is realizing their National Single Window program and has already implemented in 5 major ports for customs declaration of import documents”. He looks forward to the outcome of the PAA meeting to provide insights on the use of information and communication technologies for the benefit of facilitating global trade.
- In recent months, two stalwarts of the Steering Committee, Dr Chen Jenn Nan and Mr Dong Sik Shin, have retired. At this meeting, the PAA acknowledged their extensive contributions, and welcomed their successors, Mdm Joyce Lien, CEO of Trade-Van and Mr Yun Soo Young, CEO of KTNet, to the Steering Committee.
- Mr Leong Peng Kiong, CEO of CrimsonLogic, has assumed chairmanship of PAA, Mr Hiroshi Arichi, Executive Director & COO of NACCS, Japan, was elected vice-chairman of PAA for 2009 and 2010.
- In his welcoming speech, Mr Leong said, “I am confident that we will forge ahead in our commitment to working towards a better future for PAA, so as to see even greater growth in secure cross border trade.”
- The 33rd PAA Meeting will be held in Chiang Mai in December 2009.

- PAA MAKES ITS MARK AMONGST REGIONAL GOVERNMENT GROUPINGS
- The Pan Asian e-Commerce Alliance (PAA) held its 31st Steering Committee
meeting in Yi-Lan, Chinese Taipei from 21-24 April 2009.
- The Steering Committee welcomed the efforts of the members in recruiting new
customers into the usage of PAA Services. The Work Group has reported a 40%
growth of the transaction volume of the PAA secure cross border services in
the last three months. These new customers come from Korea Hong Kong,
Chinese Taipei, Indonesia and Philippines.
- Similarly, the Steering Committee is also happy to note of PAA's increasing
recognition by regional government groupings. Recently, PAA have been
invited to share experiences in several events organized by ASEAN and
UNESCAP/UNECE. SWIFT, the global provider of secure financial messaging
services, attended the PAA meeting as invited guest. In their presentation,
SWIFT looks forward to collaboration opportunities between the banking
community and PAA members to strengthen and complete the trade cycle
efficiently.
- In conjunction with this PAA Steering Committee Meeting, the host organized
the 1st PAA Day. This event brought together government agencies, logistics
and forwarding communities of Chinese Taipei and were introduced to the
services of PAA, a value proposition to enhance their competitiveness in
trade. During his opening remark, Dr. Chen, the chairman of PAA and the CEO
of Trade-Van said, “The projects that PAA has successfully implemented are
in accordance with the APEC's mission to reduce trade transaction cost by
5% by 2010.” Local officials such as Liu, Rong-Chu, Director General,
Department of Customs Administration, Ministry of Finance, R.O.C, Wu Ai-kuo,
Deputy Director General, Directorate General of Customs, Ministry of
Finance, R.O.C and Susan Lu, Executive Secretary of e-Commerce Task Force,
Ministry of Economic Affairs, Bureau of Foreign Trade also showed up at the
PAA welcome dinner to demonstrate their support for PAA.
- PAA's role in encouraging paperless trade took on an enhanced role in line
with Earth Day which was celebrated on April 22 2009. Reflecting this in his
speech during the official dinner, Mr. Gary Ho, Vice Chairman of Trade-Van
said, "To echo the mission of paperless trade, the theme our colleagues
have designed for this meeting is "GREEN Trading". I understand from my
colleagues that since years ago, PAA meetings have been conducted in
paperless form without any printed meeting materials. To follow the good
practice that PAA has established, we also eliminate all printed materials
in the 31st meeting as well as the PAA Day.”
The 32nd PAA Meeting will be held in Bali in August 2009.
